What will the false Holy Spirit cause the people of the earth to do?
The false Holy Spirit, a false religious leader, will cause the people of the earth to worship the Antichrist, who counterfeits the Son. He will also direct those dwelling on earth to make an image of the Antichrist, centralizing world religion in one great image, as Nebuchadnezzar once did.
The context describes this false Holy Spirit as a false religious leader and second man of tremendous power. He will persuade the people of the earth to worship the Antichrist, the counterfeit of the Son, and will tell those dwelling on the earth to make an image to the beast or Antichrist, who had the wound by the sword and did live. This mirrors Nebuchadnezzar, who sought to centralize the world's worship in one great image. The purpose is to amalgamate all the world's religions by making them worship one great image. The image is given life and power.
