Why isn't it God's fault when people go to hell?

Scripture teaches that Christ's death, burial, and resurrection already settled the sin debt for every human being. Therefore, when people go to eternal hell, it is not God's fault, because the atonement has already been provided. They simply did not appropriate or capitalize on it, choosing their own eternal destiny.

Les teaches that more power was exercised out of the Godhead at Christ's resurrection than in anything else God ever did, because through it He totally defeated all the powers of Satan and settled the sin debt for every human being. The sins of every human being have already been atoned for. So when people go to an eternal hell, it will not be God's fault, because they have already received the atonement; they just did not capitalize on it or appropriate it. Hell will be so awful because they will suddenly wake up and say, 'I'm here because I chose to be.' It is not because an unfair God sent them there, but because a fair God has already declared those sins paid for at the death, burial, and resurrection of Christ.
