Who will make a seven-year covenant with Israel in Daniel 9:27?

The Antichrist, identified in Daniel 9:26 as the Prince that shall come, will make a seven-year covenant with Israel. He will confirm this treaty for one week, and the period is divided into two halves of three and a half years.

Les teaches that in Daniel 9:27 the prophecy turns to the one week, and the Antichrist—picked out as the Prince that shall come in verse 26—will confirm or make a treaty or covenant with Israel for one week, seven years. In the middle of the week, this becomes the basis for teaching concerning the tribulation. Daniel, by inspiration, laid out that this seven-year period is divided in half: first three and a half years, then last three and a half years. Les notes that some authors call the first half a time of real peace and prosperity, but he warns it will be short-lived. The Antichrist will come on the scene, and for a little while it will seem as though he is keeping his word, bringing peace and prosperity. Israel will enjoy again her temple worship, and she will enjoy fear from her outside enemies. But shortly after that seven years begins, the situation changes.
