What did the three persons of the Trinity agree to create?

The three persons of the Trinity agreed to create the universe and to place one small planet within it, like a speck in the midst of it. This counsel occurred in eternity past, before anything was called into being, and by their agreement they set everything in motion.

Les teaches that in Acts 2:23 Peter, preaching on the day of Pentecost, spoke of Christ being delivered by the determinate counsel and foreknowledge of God. This points back to eternity past, before anything was called into being, when there was still nothing. The Hebrew word bara in Genesis 1:1 means out of nothing. At that time the triune God had a counsel; they counseled with one another. Though as members of the Godhead they did not need to deliberate for a half hour, the Trinity came together and in a counseled agreement set everything in motion. The three persons of the Trinity agreed that they would create the universe and put one little planet in it, like a speck in the midst of it. Les also uses the committee illustration: a committee meets and out of that meeting come concrete results.
