Whom has Scripture concluded under sin?

God's Word, the Scripture, has concluded all people—everybody, rich and poor, black and white—under sin. It leaves no group outside condemnation by law, so that the promise by the faith of Jesus Christ might be given to them who believe.

Les explains that the Law does nothing but condemn the whole human race. Day in and day out, it condemns good people and bad people. Even good, upright, nice people who would not rob a bank, commit adultery, or gossip will fail somewhere, and James says if you fail one, you are guilty of all. Thus we are law breakers and do not stand a chance by law keeping. The great answer to that greater dilemma is that the Scripture, the Word of God, hath concluded all—everybody, rich and poor, black and white—under sin, so that the promise by the faith of Jesus Christ might be given to them who believe.

Galatians 3:22

But the scripture hath concluded all under sin, that the promise by faith of Jesus Christ might be given to them that believe.
