How do farmers and other people respond to new government farm plans or laws?
Farmers and other people try to get around new government farm plans or laws. They sit in a coffee shop and, on a napkin, figure out ways to beat the system, often succeeding. Once enough get away with it, the legislature passes another law, continuing the cycle.
Les explains that as a farmer he remembers new farm plans coming out, and farmers, including himself, could sit in a soft coffee shop and on a napkin figure out a way to get around it and beat the government almost every time. But he says it is not just farmers; that is everybody. They are always out to beat the system. As soon as enough of them get away with it, the legislature has to pass another law, and it keeps feeding on itself. That is the human race: as soon as they can figure out a way to beat the system, the system has to try to correct it. He also notes that with high tech, it is getting easier for people to rob the system through computers, and counterfeiters may have a heyday if no one stops it.
