What happens when a government passes a new law?

When a government passes a new law, citizens in a democracy quickly gather in coffee shops across America, writing on napkins to figure out a way to beat it. This illustrates the human tendency to resist or circumvent legal requirements rather than simply comply.

Les explains that as soon as our government passes a law, being the democracy that we are, people in coffee shops all over America start writing on napkins, figuring out a way to beat it. He uses this to illustrate how people try to get around new laws. He also reminds that up until the Law was given at Mount Sinai, 2,500 years after Adam was created, there was no system of worship, no organized religion, and no written "Thou shalt and Thou shalt not." Yet sin ran rampant, as seen in Genesis 6:5, where God saw that every imagination of man's heart was only evil continually. This contrast highlights how people respond to legal requirements.
