Why do even uncivilized peoples have some sort of law?
Even uncivilized peoples possess a moral code because God placed His law in their hearts, not merely in written form. Their conscience accuses or excuses them, and to maintain even a small tribe they must have some law patterned after what God gave Moses.
Les teaches that when uncivilized tribes are brought out and communicated with, they have a moral code, one that many times would make America look pretty sick within their own tribe. He asks where they get it, then points to Romans, where Paul states that for those who did not have the written law, God put the law in their hearts. The conscience, meanwhile, is accusing or else excusing them. So even the uncivilized peoples of the world, in order to maintain even their little tribe, have to have some sort of a law patterned after what God gave to Moses.
