Why do even uncivilized tribes have laws?

Even uncivilized tribes have laws because God placed His law in their hearts, not because they received the written Law. Their conscience accuses or excuses them, and within their tribe they maintain some moral code patterned after what God gave Moses.

Les explains that even uncivilized tribes have a moral code; in fact, Dick observed that their code could make America look sick within their own tribe. The question is where they get it. Les points to Paul in Romans: for those who did not have the written law, God put the law in their hearts, with the conscience accusing or else excusing them. Therefore, even uncivilized peoples, to maintain even their little tribe, must have some sort of law patterned after what God gave Moses.
