Why do even the most uncivilized tribes have laws and moral standards?

Even uncivilized tribes possess moral codes because God has placed His law within their hearts, not merely in written form. Paul explains in Romans that those without the written law still have an inward witness: the conscience accusing or excusing them. To maintain their tribe, their laws reflect some measure of the moral pattern God gave Moses.

Les teaches that a recurring observation is that when uncivilized tribes are communicated with, they have a moral code—one that at times would make America look sick within their own tribe. The question is where they got it. The answer is that for those who did not have the written law, God put the law in their hearts, with the conscience accusing or else excusing them. So even uncivilized peoples, to maintain even their little tribe, must have some sort of law patterned after what God gave Moses. This connects to the commandments, including thou shalt not kill, not commit adultery, not steal, not bear false witness, and not covet, the last of which Paul discusses in Romans 7:7.
