What did Jethro tell Moses to teach the people?

Jethro instructed Moses to teach the people ordinances and laws, to show them the way wherein they must walk, and the work they must do. He also advised selecting able men who fear God, men of truth, hating covetousness, as rulers over thousands, hundreds, and fifties.

Les explains that Jethro, Moses' father-in-law, gave counsel that sounded logical and good, but God had not spoken in the chapter. The Lord was out of the picture completely; it was strictly a man speaking in the energy of the flesh. Jethro told Moses to teach the people ordinances and laws, to show them the way wherein they must walk, and the work they must do. He also advised providing able men who fear God, men of truth, hating covetousness, to be rulers over thousands, hundreds, and fifties. Les notes Israel already had organization from Egypt, with armies and tribes, so Jethro's advice was not basically wrong, but it was human counsel. Moses hearkened to his father-in-law and did all that he said, picking out men.

Exodus 18:20

And thou shalt teach them ordinances and laws, and shalt shew them the way wherein they must walk, and the work that they must do.
