Can a true believer ever call Jesus accursed because He was crucified?

No. A genuine believer who is under the Holy Spirit’s control would never call Jesus a curse because He was crucified; that accusation came from Jewish unbelief and Paul’s former pre-salvation reasoning. By the Spirit, believers confess Jesus as Lord, not accursed.

Les explains that Paul is writing especially to Jewish unbelievers who were giving Christianity a bad time. Reflecting on his own pre-salvation experience, Paul had literally told Israel that this Jesus of Nazareth was a curse because He was hanged on the cross. But in 1 Corinthians 12 Paul makes it plain that no man who is now a believer and under the control of the Holy Spirit would ever call Jesus a curse simply because He had been crucified. “We know better than that.” The Jews were leaning on Deuteronomy and what Judas had done, so they were calling Jesus a curse, but they were not doing it in the power of the Holy Spirit; they were doing it in their unbelief. The other side is that no man can say Jesus is Lord and really mean it except by the Holy Spirit; no unbeliever can ever claim Christ as his Lord. Les notes that this verse once bugged him, but this was their reasoning.

1 Corinthians 12:3

Wherefore I give you to understand, that no man speaking by the Spirit of God calleth Jesus accursed: and that no man can say that Jesus is the Lord, but by the Holy Ghost.
