What does it mean that a believer is no longer under the law but under grace?

It means the believer is released from the law's demanding burden and dominion. Romans 6:14 states sin, or the old Adamic nature, shall not have dominion over you, for you are not under law but under grace. Because the law no longer rules, it has no effect on the believer.

Les explains that the believer is no longer under the demanding burden of the law and is now under grace. He goes to Romans 6:14, where sin, or the old Adamic nature, shall not have dominion over you, for you are not under the law but under grace. If you are not under the law, then it does not have any effect on you. That is what he means back in Corinthians when he says all things are lawful because I am not under the law. Les also points to Romans 7:5-6, where the motions of sins were by the law, all the things the law was revealing, and being dead wherein we were held, that is by the law.
