What does Romans 10:21 say God did toward Israel?

Romans 10:21 states that to Israel God says He stretched forth His hands all day long toward a disobedient and a gainsaying people. God continually reached out to Israel, extending His hands toward them even though they were disobedient and gainsaying.

Les explains that Romans 10:21 is one of the toughest things for him to comprehend in Scripture. God had supernaturally brought about the nation of Israel: He called Abraham out of the Ur of the Chaldees, promised to make of him a nation, fulfilled that promise with the birth of Isaac, and through Isaac, Jacob, and the twelve sons brought the Israelites down into Egypt. God then dealt with them as His chosen, set-apart nation, bringing them out supernaturally with miracle after miracle as they followed Moses. Yet Romans 10:21 says that to Israel He saith, All day long I have stretched forth my hands unto a disobedient and a gainsaying people.
