Does God finish what He starts, or does He abandon a work partway?

God never does anything halfway and then quits. What God starts, He finishes. He started a work with Israel in 2,000 B.C. and has not forgotten it; after a long gap, He will yet finish it, cutting the work short in righteousness during the seven-year tribulation.

Les explains that God never does anything halfway and then quits, unlike people who start with energy but lose steam and interest before finishing. God finishes what He starts. He began a work with Israel in 2,000 B.C. and has not forgotten it; although there has been a 1,900-and-some-year gap in which He has not dealt with them on a covenant basis, He is still going to finish it. Verse 28 says He will finish the work and cut it short in righteousness. Once the seven-year tribulation starts, God will deal primarily with the Jew according to His righteousness. By the end of those seven years, the unbelieving element will have suffered His wrath and judgment, while the believing remnant will enter the glory of His rule and reign when He sets up His Kingdom. It is called a short work because seven years is not long in light of the 6,000 years since Adam, and the Lord will make a short work upon the earth.

Romans 9:28

For he will finish the work, and cut it short in righteousness: because a short work will the Lord make upon the earth.
