Is the New Covenant the final covenant God gives to Israel?
Yes. The New Covenant is presented as pretty much the final covenant God gives to the nation of Israel, and it is as yet future. It is not appropriate to place Israel under this covenant promise today, but they will one day enjoy it, consistent with God's covenant promises not departing from them.
