Who are the promises in Isaiah 59:21 given to?

The promises in Isaiah 59:21 are given to the nation of Israel. The passage speaks of God's covenant with Jacob, His Spirit upon them, and His words placed in their mouths, not departing from them or their descendants forever. These promises were originally laid out for Israel.

Les teaches that Isaiah 59:20-21 addresses the Redeemer coming to Zion, that is Jerusalem, to those in Jacob who turn from transgression. God calls this His covenant with them: His Spirit upon them and His words in their mouth will not depart from their mouth, nor from the mouth of their seed, nor from their seed's seed, from henceforth and forever. Les emphasizes that these promises are given to the nation of Israel. He notes that in His total purpose, as Paul speaks of in Ephesians, God looks beyond Israel to the whole human race without Israel, but first things first, Scripture unfolds this dealing with Israel.

Isaiah 59:21

As for me, this is my covenant with them, saith the LORD; My spirit that is upon thee, and my words which I have put in thy mouth, shall not depart out of thy mouth, nor out of the mouth of thy seed, nor out of the mouth of thy seed’s seed, saith the LORD, from henceforth and for ever.
