What is the connection between Isaiah 59:21 and Isaiah 60:1-3?

Isaiah 59:21 gives Israel God’s covenant: His Spirit and words will remain in their mouths and their seed’s mouths. Isaiah 60:1-3 then calls that same nation to arise and shine because the Lord’s light and glory rise upon it, so Gentiles and kings come to its light.

Les explains that Isaiah 59:21 is addressed to Jews, the nation of Israel. The covenant includes God’s Spirit upon them and His words in their mouth, not departing from them or their seed. Then in Isaiah 60:1, he identifies “Arise and shine” as the nation of Israel: her light has come and the glory of the Lord has risen upon her. Verses 2-3 say darkness covers the earth and gross darkness the people, but the Lord arises upon Israel, and Gentiles and kings come to her light. Les asks, “Now, you see the connection?” and answers that once the light would come to the nation of Israel, the two in consort would be the light of the world to the Gentiles.

Isaiah 59:21

As for me, this is my covenant with them, saith the LORD; My spirit that is upon thee, and my words which I have put in thy mouth, shall not depart out of thy mouth, nor out of the mouth of thy seed, nor out of the mouth of thy seed’s seed, saith the LORD, from henceforth and for ever.

Isaiah 60:1

Arise, shine; for thy light is come, and the glory of the LORD is risen upon thee.
