Did God know ahead of time that Israel would reject the offer of the King and Kingdom?
Yes. God in His foreknowledge knew Israel would not accept the offer of the King and Kingdom. Although the offer was valid and they could have had the King by believing, He knew they would reject it, and that rejection fit God's eternal purpose, the cross.
Les explains that the first seven signs were directed at the nation of Israel before the crucifixion. In the early signs, Israel was without joy, sick, and impotent, yet still had a flicker of hope to recognize the Messiah. Les teaches that, based on the Old Testament promises, Israel could have had the King and the Kingdom if they had believed Him. However, God in His foreknowledge knew they were not going to accept it and knew they would reject it. Thus everything fell into place to fulfill God's eternal purposes, which was the cross. Les calls it a valid offer: they could have had the King, but they refused to see Him. Through the first three or four signs, the nation was still in a position to repent, recognize who He was, and experience the fruition of all the promises. By the account of Lazarus, it became evident they were not going to accept Him.
