Who will eat the flesh of kings and captains at the supper of the great God?

The scavenger birds, vultures, and fowls that fly in the midst of heaven will eat the flesh of kings, captains, mighty men, horses, and all men at the supper of the great God. They are summoned to gather for this cleansing feast upon the assembled armies.

Les explains that this passage is not about birds in the throne room but the fowls that fly in the midst of our atmosphere. The pronoun points to these birds, vultures, and scavenger birds, which are told to gather to the supper of the great God and eat the flesh of kings, captains, mighty men, horses and riders, and all men, free and bond, small and great. This great conflagration will fall upon the assembled armies, especially in the Middle East, and the birds of prey and scavengers will have a cleansing effect, getting the earth ready for the soon appearance of the kingdom. Les notes that the Old Testament speaks of this event, which is why it is called the supper of the great God. He also mentions reports that a major Middle Eastern scavenger bird normally laid two eggs and had one brood but reportedly doubled to four, though he takes such reports with a grain of salt and later read it is more or less documented that this species is multiplying at almost double normal in the Middle East.
