What is the second beast in Revelation 13:11?

The second beast of Revelation 13:11 is the false prophet, a religious leader who completes the counterfeit unholy trinity. He is a man and also a religious system, not a political government, and he counterfeits the Holy Spirit in his operation. He rises out of the earth, unlike the Antichrist's rise from the sea.

Les explains that during the tribulation there will be an unholy trinity, a counterfeit trinity. Satan counterfeits God the Father, the Antichrist counterfeits God the Son, and the false prophet, the religious leader seen in verse 11, counterfeits the Holy Spirit—not so much in makeup but in operation. This second beast is another beast; he is a man but also a system. Unlike the Antichrist, who comes up out of the sea, this beast comes up out of the earth. It is not a government or political government but a religious system. Revelation deals primarily with the nation of Israel, though Gentile nations are affected, and Israel's seven-year treaty concerns the time factor.

Revelation 13:11

And I beheld another beast coming up out of the earth; and he had two horns like a lamb, and he spake as a dragon.
