Did Jesus actually enter Tyre and Sidon, or did He stay in the border region?

Jesus did not enter Tyre and Sidon; He came out into the border area of those two Gentile cities. The context says He does not go into Tyre and Sidon so much as He comes into the border region, where the Canaanite woman came out to Him.

Les explains that Jesus did not enter Tyre and Sidon; He came out into the border area of these two Gentile cities. While there, a Canaanite woman, a Gentile, came out of that same border area and cried to Him for mercy because her daughter was grievously vexed with a demon. Les points out that Jesus answered her not a word, because His ministry was only to the nation of Israel. The disciples begged Him to send her away. Jesus replied that He was not sent but to the lost sheep of the house of Israel.

Matthew 15:21

Then Jesus went thence, and departed into the coasts of Tyre and Sidon.
