Why don't believers need rules and regulations if the Holy Spirit leads them?

The Holy Spirit comes into the believer’s life and personally leads, guides, and directs. This leading is evidence of true salvation, so external rules and regulations are unnecessary. Instead of relying on religious regulations, the believer depends on the Spirit Himself to do the guiding and directing.

Les explains that lost people are not led by the Holy Spirit; they are on their own under the power of the God of this world. Believers, however, are led by the Spirit of God, and this is one indication of true salvation. He also ties this to self-examination: a believer hungers for the Word, enjoys being with God’s people, and enjoys prayer. The point is not to work harder but to examine oneself in the light of Scripture and depend on solid faith in the Gospel. When that happens, the Holy Spirit comes into the life and begins to lead, guide, and direct, so the believer does not have to live by rules and regulations. The Spirit does that.
