On what basis can believers bring their petitions to God?

Believers bring their petitions to God not on their own merit, but on the basis of the finished work of the cross. Because of salvation they are born ones, and God sends the Spirit of His Son into their hearts, giving them the right to call Him Abba, Father.

Les explains that the unsaved world cannot approach God as Heavenly Father and would accomplish nothing by trying. Believers, however, have the full privilege of approaching God as Father; they can come right into the throne room and call Him Father. As Paul teaches, they can bring all their petitions—not on their own merit, but because of the finished work of the cross. Their position as born ones through salvation means God immediately sends the Spirit of His Son into their hearts. Through the leading and guiding of the Holy Spirit, they have every right to call Him Abba, Father. This is full sonship, not servitude.
