Was the Law given to the whole world or only to Israel?

Scripture teaches the Law was given to Moses and delivered to the nation of Israel, so Israel came under the Law, not the rest of the world. Its mode of operation was given only to Israel. However, Romans 3 says all the world came under the Law’s condemnation, proving no one is righteous.

Les explains that when God called Moses up into the mountain in Exodus, He gave the Law to Moses, and Moses brought it down and gave it to the nation of Israel. Israel therefore came under the Law, not the rest of the world, just Israel. Yet as Romans 3 says, all the world came under the condemnation power of the Law and proved that no one is righteous, no not one. The mode of operation of the Law was given only to Israel. Later, in Galatians and Paul’s account of his apostleship, Paul becomes the central character, and to him were revealed doctrines not of Law but of Grace. Grace is not confined to the nation of Israel, but is primarily to the Gentiles, while also including the Jew.
