What did Roman citizens do and what did it lead to?

Roman citizens did nothing, as Rome was given over to welfare and captives did the work as slaves. To fill their leisure, they concocted spectacles, which led to the Colosseum, lions, the feeding of Christians, gladiators, and implacable, indescribable immorality.

Les explains that Rome was almost totally given over to the welfare system. The only people who worked were captives from Roman military excursions, brought in and put to work as slaves. Roman citizens did nothing. To satisfy their leisure hours, they had to concoct something to keep them satisfied, and that gave rise to the Colosseum, the lions, the feeding of the Christians, the gladiators, and all the rest. It also gave rise to their implacable immorality, beyond description. He then says, “But whatever, Christ died for our sins,” before moving on to Galatians verse 6, where Paul says he is getting to the heart of the matter: the Galatian believers were being besieged by Judaizers who wanted to bring them back under the Law, circumcision, and temple worship. Paul marvels that they are so soon removed from the Grace of Christ into another gospel.
