After the dispersions, God will bring Israel back and finish the end-time scenario, and Israel will once again be the head of the nations. This restores the position God described at Sinai, where Israel was to be a peculiar treasure above all people. God's sovereignty over all the earth underlies this promise.

He explains that God never takes away the free will of men or nations, yet He remains sovereign because all the earth is His. Israel's elevation above the other nations would not change until the dispersions; then God will bring them back and finish the end-time scenario, when Israel will once again be the head of the nations.
