What does it mean that where the Spirit of the Lord is there is liberty?

Where the Spirit of the Lord is, there is liberty means believers are freed from the heavy hand of legalism. The veil is taken away when the heart turns to the Lord, and every believer has the wherewithal to search the Scriptures and come to their own conclusions—provided those conclusions rest on the Book.

Les explains that when the heart turns to the LORD and believes Paul's Gospel, the veil is taken away. The Lord is that Spirit, and where the Spirit of the Lord is, there is liberty—not the heavy hand of legalism. Every believer has that liberty and the wherewithal to search the Scriptures and come to their own conclusions. Les says he does not mind if someone writes or calls and disagrees, because we have that liberty; but they must do it on the basis of the Book. He then points to verse 18: with open face beholding as in a glass the glory of the LORD, believers are changed, the same word used of the transfiguration, and every believer has experienced that already.

2 Corinthians 3:17

Now the Lord is that Spirit: and where the Spirit of the Lord is, there is liberty.
