Why do believers have wisdom that the world does not have?

God has imparted wisdom to every believer simply by virtue of being saved; they are unique in that regard. The world has none of it. This God-given wisdom exceeds the world's greatest educated philosopher, enabling them to settle matters and prepare for ruling with Christ.

Les explains that the world out there has none of the wisdom God has imparted to every believer. You and I are unique in that regard because God gives this wisdom just by virtue of being a saved person. In fact, the believer has more common horse sense than the greatest educated philosopher out there, and Paul is driving that home. This connects with Paul's argument that believers should settle mundane matters within the local church, since the saints will one day judge the world during the millennium and will rule and reign with Christ. They will have places of responsibility according to their faithfulness in this sojourn, so they should get practiced up now by learning to deal with problems among people. Les says the point is simple: you have a wisdom the world doesn't have, so use it.
