For whose sins did God accomplish the work of propitiation?

God accomplished the work of propitiation for the sins of the whole world, not for believers only. Christ died for everyone, though not everyone will be saved because not everyone will appropriate it. The potential is there for all.

Les explains that every aspect of the tabernacle—its gold, silver, stones, and all its parts—pictured the work of salvation Christ accomplished at the cross, which he calls propitiation. That work included Christ's high priestly work, the shed blood of the sacrifice, and His interceding in the Holy of Holies. Les notes this propitiation is not for our sins only; God has done it for the sins of the whole world. He disagrees with those who say Christ only died for the believer, because the Bible says Christ died for everyone. Not everyone will be saved, however, because not everyone will appropriate it, but the potential is there for all.
