What should a Christian do under a totalitarian, ungodly government?
A believer should first live peaceably under that government, recognizing civil powers are ordained by God. Resistance is warranted only when the government commands something contrary to Christian experience or Scripture; then the believer may refuse, saying, "I can't do that," while continuing to submit in all other matters.
Les explains from Romans 13 that the powers that be are ordained of God, and that resisting the power resists the ordinance of God. He raises the question of what believers should do if someday there is a completely totalitarian, ungodly government. His answer is that first and foremost, it is the believer's responsibility to live peaceably under that government. The only place where believers have the right to resist is when that government goes contrary to their Christian experience and to the commands of Scripture. At that point, Les says, believers have every right to say, "Hey, wait a minute, I can't do that." Until then, they are to give themselves in submission.
