Did Israel fall permanently out of God's program when they stumbled?

No. Israel did not fall permanently out of God's program. When they stumbled, God set the nation aside for a season, blinding them nationally, not forever. Individually, Jews still have the same chance to believe the Gospel of God's grace, and one day Israel's spiritual eyes will be opened again.

Les teaches that the answer to whether Israel stumbled so as to fall out of God's program is "God forbid." They have not been completely removed from anything more to do with their God. God has simply set them aside for a period of time. On the national basis, as God dealt with them from bringing them out of Egypt, that national dealing has ended, and He has blinded them nationally. But individually they can still come in and have just as much chance at believing the Gospel of God's grace as Gentiles. Les uses Paul's experience in Acts on the island of Cyprus as a picture: when Simon Bar-Jonah, a Jew, tried to keep Paul from ministering to the Roman deputy, Paul gave him blindness, but not permanent—only for a season. That was indicative of the nation of Israel. They too have been blinded, not forever, but for a season. It has been a long season, over 1900 years, but it will not last forever. One day, as time runs out, Israel will once again have her spiritual eyes opened.

Romans 11:11

I say then, Have they stumbled that they should fall? God forbid: but rather through their fall salvation is come unto the Gentiles, for to provoke them to jealousy.
