What fulfills the law according to Romans 13:8-10?

Romans 13:8-10 teaches that love fulfills the law. He who loves another has fulfilled the Law, and love works no ill to his neighbor; therefore love is the fulfilling of the law. This is not accomplished by human effort but by God-given love operating in the believer through the Holy Spirit.

Les explains from Romans 13:8 that the believer is to owe no one anything except to love one another. When the love of God is operating in a believer, that believer has fulfilled the Law. Verse 10 adds that love works no ill to his neighbor, so love—the God-given love—is the fulfilling of the law. Les stresses that nothing we can do in ourselves would accomplish this; it happens when the love of God is imparted through the power of the Holy Spirit and works in our life, and then we fulfill the whole law. He ties this to Romans 8, where the righteousness or completeness of the law is fulfilled in us who walk not after the flesh. This connects with true salvation producing a change in lifestyle, appetites, and thought process, because the believer is now under the control of the Spirit of God rather than the world, the flesh, and the devil.

Romans 13:8

Owe no man any thing, but to love one another: for he that loveth another hath fulfilled the law.

Romans 13:10

Love worketh no ill to his neighbour: therefore love is the fulfilling of the law.
