According to Romans 3, who did the Law cover even though it was given only to Israel?

Romans 3 indicates that even though the Law was given only to Israel, it covered the whole human race. The Law as such was given solely to the nation of Israel, yet its coverage extended to all people, encompassing every human being.

Les teaches that the giving of the Law included the Ten Commandments, plus the civil regulations, rules, commandments for dealing with one another, and the stipulations for the priesthood, along with instructions for the tabernacle. That was all part of the Law given to the nation of Israel and their heritage; the Law was never given to the Gentiles. But as Les has shown over and over in Romans chapter 3, even though the Law was given to Israel, it covered the whole human race. Yet the Law as such was given only to the nation of Israel.
