Who did the Law cover according to Romans 3?

According to Romans 3, the Law was given specifically to the nation of Israel and no one else, yet it also covered the whole human race. The Law as such was given only to Israel, but its reach extended to all humanity.

Les explains that the Law included the Ten Commandments plus rituals, regulations, civil laws, and priesthood stipulations, and it was given to Israel as part of their heritage. He notes that even though the Law was given to Israel, Romans 3 reveals that it covered the whole human race. However, the Law as such was given only to the nation of Israel, and that distinction should never be lost.
