How can God be one and also three persons?

God is one, yet He exists in three distinct persons: God the Father, God the Son, and God the Spirit. Romans 8 presents all three persons of the Godhead together—the Spirit, God, and Christ. Whenever the term God is used, it refers to the triune God, the whole Godhead, as Paul calls it.

Les teaches that Romans 8 brings all three persons of the Godhead together within just a few verses. He acknowledges that some refuse to believe in a Trinity and say God is One. He responds, 'Yes God is One, but He's in three persons.' Romans 8:26 mentions the Spirit who makes intercession for the saints according to the will of God. Then further on, the passage deals with Christ. Thus, the Spirit, God, and Christ—all three persons of the Trinity—appear in a few verses. Whenever the term God appears, it means the triune God, the whole Godhead: God the Father, God the Son, and God the Spirit. They are three distinct entities, and yet one God. Les also notes that God permitted and directed Christ's death to purchase salvation and satisfy a holy and righteous God.
