Are moral people also guilty before God according to Romans 2:1?

Yes. In Romans 2:1 God addresses the moral segment of humanity, not only the grossly immoral, and builds His case against them. They are just as guilty before God. The moral person is not exempt; God's case includes both groups.

Les explains that Romans chapter 2, verse 1, begins the second segment of humanity against which God is building His case. After dealing with the grossly immoral segment, the teaching moves to moral people, and the point is that they are just as guilty. Therefore moral behavior does not exempt anyone from guilt before God in this context.

Romans 2:1

Therefore thou art inexcusable, O man, whosoever thou art that judgest: for wherein thou judgest another, thou condemnest thyself; for thou that judgest doest the same things.
