What is the second segment of humanity God is building His case against in Romans 2?

In Romans chapter 2, the second segment of humanity God is building His case against is the moral people. Leaving the grossly immoral segment behind, God addresses moral people and declares them just as guilty, showing that moral behavior alone does not erase guilt before Him.

Les explains that after dealing with the grossly immoral segment, Romans chapter 2 verse 1 turns to the second segment: the moral people. He says God is building His case against them too, slipping away from the grossly immoral to the moral, and they are just as guilty. This shows that being moral rather than grossly immoral does not make one less guilty before God.

Romans 2:1

Therefore thou art inexcusable, O man, whosoever thou art that judgest: for wherein thou judgest another, thou condemnest thyself; for thou that judgest doest the same things.
