What was God's purpose in sending the two angels to Sodom and Gomorrah?
God sent the two angels to Sodom to put Sodom and Gomorrah on trial—to let the Sodomites prove by their actions that they were worthy of sudden destruction. Although they outwardly appeared as men, the angels knew why they were there, and the Sodomites certainly proved the case.
Les explains that the two angels in Genesis 19 are the same two who appeared with the Lord in Genesis 18, though outwardly they looked like men to the people of Sodom and Gomorrah. Lot also saw them as men and urged them to lodge in his house, hoping to get them inside before the citizens discovered them. Les teaches that God was putting Sodom and Gomorrah on trial: these two angels were sent to let the Sodomites prove they were going to be worthy of their sudden destruction, and they surely proved it.
