What would a community of only born-again believers be like?
A community of only born-again believers would be a pretty decent place to live. Practicing believers become good citizens, parents, grandparents, children, and teenagers who enhance society. It would not be perfect, because believers are not perfect, but God's power unto salvation makes them different.
Les explains that when a person is a practicing believer, they will be a good citizen, not giving the police department fits, and will be a good parent, grandparent, child, and teenager. He clarifies this does not mean believers are perfect—anything but—yet they will still enhance society. If a community were 100% born-again believers, it would be a pretty decent place to live, though not perfect, just as no local church is perfect. Les says God's power unto salvation has imparted all these things on our behalf, making us different, but that does not give us the right to walk around as if we are perfect or better than everyone else; it is an imputed thing God has done on our behalf.
