What would a community of true believers be like?
A community of 100% born-again believers would be a pretty decent place to live, though not perfect. Its practicing believers would be good citizens, good parents, grandparents, children, and teenagers, enhancing society. They are not perfect themselves and must not act as though they are better than others.
Les teaches that if you could have a community of 100% born-again believers, you would have a pretty decent place to live, though he is not saying it is perfect. A practicing believer will be a good citizen, not giving the police department fits, and will be a good parent, grandparent, child, and teenager. This does not mean believers are perfect—anything but—yet they will still enhance society. Les compares it to the local church: no church is perfect, and if he found a perfect one, he would not dare join it because then he would no longer be perfect. God's power unto salvation has imparted all these things on believers' behalf, making them different, but that does not give them the right to walk around as though they are perfect or better than everybody. What they have is an imputed thing God has done on their behalf. It is the power of God unto salvation to everyone that believeth.
