Who did Peter minister to in the early chapters of Acts?

In the early chapters of Acts, Peter ministered to the Jews. He was the apostle to the Jew, still operating under the covenant program that began with Abraham, and his ministry to Israel demonstrated that the King was coming in fulfillment of that Abrahamic covenant.

Les teaches that in the early chapters of Acts the pattern is Peter, Peter, Peter ministering to the Jew, the Jew, the Jew. Peter is the apostle to the Jew, while Paul is the apostle of the Gentiles. Those are two different groups of people and two different doctrines, yet the same God. Les explains that Peter was still under the covenant program that began with Abraham, continuing through Christ's earthly ministry. Peter ministered to the Jew to prove that the King was coming in fulfillment of that Abrahamic covenant. Les also notes he was anxious to reach chapter 9 and the conversion of Saul to see these vast differences more clearly.
