Who is Peter talking to in early Acts?

In early Acts, Peter addresses the nation of Israel, not the Church or Gentiles. He operates on the Old Testament program, proclaiming the King and Kingdom to Israel, as God gives Israel opportunity to repent. He is not talking to the Church, nor to Gentiles.

Les explains that in the early chapters of Acts, Peter and the other eleven apostles operate only on what God has revealed—the Old Testament program. Peter has no concept of God turning to the Gentiles for 1900 and some years. Israel kept rejecting the offer of the King and Kingdom after Christ ascended, so God moved the program into the future and set an undetermined period of time. Les emphasizes that Peter isn't talking to the church; he's not talking to Gentiles, but to the nation of Israel, giving them opportunity to repent.
