Who is guilty of crucifying the Messiah according to Psalm 2:1?

Psalm 2:1 indicates the kings of the earth and the people consort together, so the whole human race is guilty of crucifying the Messiah. While Peter also lays blame on the nation of Israel, the psalm's scope extends guilt to all humanity.

Les explains that Peter, in Acts, over and over lays the blame for the crucifixion on the Jewish nation, and they did precipitate it. But Les says never lose sight of Psalm 2:1, which says the kings of the earth and the people would consort together, so the whole human race is guilty of having crucified the Messiah. Peter is dealing with Israel on covenant ground, pointing out that they, who should have known better, rejected the one God sent to fulfill the Abrahamic covenant and others.
