Who instructed Paul to write the words of Galatians?

The Holy Spirit instructed Paul to write the words of Galatians. Paul was being directed by the Holy Spirit as he wrote, as indicated in the context of Galatians chapter 2. The Spirit's inspiration guided Paul's writing, ensuring the message was not merely human but divinely given.

Les explains that in Galatians, Paul is rehearsing an event that took place around 51 A.D., roughly 22 years after Pentecost. Paul had been brought down to Jerusalem from Antioch to confront Jewish believers about his ministry to Gentiles. At that point, as Les notes, Paul was being instructed to write by the Holy Spirit. Thus, the Holy Spirit is the one who directed Paul's writing of Galatians.
