Where will the end-time world ruler come from?

The end-time world ruler will come out of the people of the Roman Empire, specifically a revived Roman Empire seen in Europe. This ruler will emerge from that empire and confirm a seven-year covenant with many, including Israel, according to the prophecy in Daniel.

Les teaches that the people who would destroy the sanctuary were Rome, and out of that Roman Empire would come the man who would be the world ruler at the end. He explains that this great world ruler will come on the scene out of the revived Roman Empire, which he identifies as Europe. Les notes that this ruler will confirm the covenant with many—that is, Israel—for seven years. He also cautions against prematurely labeling a peace treaty as the covenant, because no such peace treaty had yet been signed at the time.

Daniel 9:27

And he shall confirm the covenant with many for one week: and in the midst of the week he shall cause the sacrifice and the oblation to cease, and for the overspreading of abominations he shall make it desolate, even until the consummation, and that determined shall be poured upon the desolate.
