Where in the Bible does it teach degrees of punishment in judgment?

Jesus taught differing degrees of punishment during His earthly ministry. He pronounced woe on Capernaum, saying it would be more tolerable for Sodom and Gomorrah in the judgment day than for Capernaum, because had Sodom witnessed His miracles, they would have repented in sackcloth and ashes.

Les explains that after the thousand years, the Great White Throne brings every lost individual to answer for what he did in the flesh. Believers were already judged for rewards shortly after the Rapture. The question of degrees of punishment is answered absolutely yes: a person who lived a good life and thought he was doing all right will not suffer as much as a vicious criminal. The support Les points to is Jesus' earthly ministry in Galilee, especially Capernaum. Jesus said, 'Woe unto you of Capernaum! It will be more tolerable for Sodom and Gomorrah than it will be for you in the judgment day.' He explained that if Sodom and Gomorrah had witnessed the things Capernaum witnessed, they would have repented in sackcloth and ashes; had Christ gone there and performed miracles, they would have returned to God, but Capernaum did not.
