Why will hell give up the dead at the Great White Throne?
At the Great White Throne, hell delivers up its occupants so that each unbeliever can be judged according to their works. After that judgment, those who had been in hell are cast into the lake of fire, which is the second death.
Les explains that verse 13 describes the sea giving up the dead in it, and death and hell delivering up the dead in them. He points out that hell will give up those in it so they can be judged, every man according to their works. Then those who had occupied hell are cast into the lake of fire. Death and hell is the place of the unbeliever waiting for the great white throne judgment and resurrection out of hell, only to go to something far worse: the lake of fire, which comprises the second death.
