Will resurrected believers live on earth as part of the kingdom population?
No. Resurrected believers will not be part of the flesh-and-blood kingdom population. They will be resurrected saints occupying places of authority, interfacing with the earthly citizens rather than being numbered among them. God will give each believer an area of responsibility in that kingdom economy, ruling over cities as reward.
Les explains that during the kingdom, the citizens who fill the earth are normal flesh-and-blood people who have children, work, and produce, but without sin, the adversary, and under Christ the King’s righteous rule. Resurrected believers, however, will not be part and parcel of that flesh-and-blood population. Instead, from their place of authority as resurrected saints, they will interface with them. Les draws from the account of the talents: the servant who gained ten talents was told he would rule over ten cities. Thus believers’ rewards will involve various amounts of responsibility in the kingdom economy.
