When did Moses give the warnings in Deuteronomy 28?

Moses gave the warnings in Deuteronomy 28 while the Israelites were still in the Sinai wilderness, before they had entered the Promised Land. According to the context, he was speaking to the nation as they remained in the land of Sinai, having not yet come into the land of promise.

Les teaches that Moses was speaking to the nation of Israel while they were still camped in the Sinai wilderness, and they had not yet come into the Promised Land. In Deuteronomy 28, beginning at verse 63, Moses warned that just as the Lord had rejoiced over them to do good and multiply them, so He would rejoice over them to destroy them and bring them to nothing; they would be plucked off the land and scattered. Les highlights verse 65, where Moses described a life of no ease, heart failure, sorrow of mind, fear day and night, and no assurance of life. The reason for these catastrophes is given back in verse 15: it would come to pass if they would not hearken unto the voice of the Lord their God to obey Him. So the warnings were given before entering the land, conditioned on their disobedience.

Deuteronomy 28:63

And it shall come to pass, that as the LORD rejoiced over you to do you good, and to multiply you; so the LORD will rejoice over you to destroy you, and to bring you to nought; and ye shall be plucked from off the land whither thou goest to possess it.
